I have only made a couple beginning cities (and screwed things up rapidly) and one big one, but it looks to be the same at the start of the game and at 100k population. WebOffices fill the need for industry! However, with offices comes a higher need for educated workers and will require more schools/universities. This works really well for later on in the game, but early if you need a few extra thousand and don't want to get a loan, max out the tax in your city for 10-30 seconds on 3 speed (wait for them to start complaining and turn it off).
